* Authorize purchase expenditures and approves vendor invoices up to $25,000.

* Staff all shifts and positions according to the approved level.
Make recommendations for additional staff to the RIS President and Compensation Committee.
* Ensure all associates are working within the policies, practices and procedures as outlined by the organization and take enforcement steps when necessary up to and including recommendation for separation.
* Review and approve all performance reviews of personnel reporting directly to and through the direct reports and their subordinates.
Approves merit increases and recommends salary adjustments within approved matrix guidelines.
Makes recommendations about matrix guidelines to the RIS President.
* Approves work schedules for process equipment maintenance groups and resolves and priority problems in all groups.
* Responsible for the supervision, development and efficient/effective use of all staff per company policies, procedures and guidelines.
* Ensures all staff is adequately trained to follow procedures and handle materials in a safe, compliant and efficient manner.
* Schedules and approves all incineration maintenance shutdowns.
Responsible for scheduling all outside maintenance contractors.
* Responsible for throughput.
* Reviews and approves all handing instruction exception forms.
* Responsible for managing expenditures consistent with the business plan and budget.
* Assists with the development of annual budget and provides information, as necessary, as related to business and strategic planning.
* Daily use of advanced PC and business computer applications, telephone conferencing and e-mail.
* Understands both RIS’ ISO 45001 Occupational Health & Safety and ISO 14001 Environmental Management Systems, and assists with executing their objectives.
* Performs other job-related duties assigned.
Minimum Qualifications
* Bachelor of Science degree in a related field.
* Six or more years of hands-on experience in similar position is required, and a minimum of five (5) years’ experience in plant and production operations.
* Experience in chemical processing or incineration is preferred.
* Working knowledge of DOT, RCRA regulations, Clean Air Act, Clean Water Act, Superfund Amendments and Reauthorization Act, Part B Permitting, RIS’ Safety and Operating Procedures is required.
* Must possess excellent interpersonal, presentation, and written and verbal communications skills.
* Must be highly organized, analytical and able to problem solve to meet business objectives.
* Must be able to coordinate many areas of operation to assure work and projects are executed within regulatory requirements
* Supervisory training and experience required.
* Must be willing to work additional hours or off-hours as required to meet business objectives.
* Must be able to resolve conflicts to meet business objectives.
* Must be proficient in MS Office (Word, Excel and Outlook).
* Work is performed indoors, as well as outdoors, in plant environment.
