*Key Responsibilities/Essential Job Functions*
* Conducts Spill Prevention Control and Countermeasures (SPCC) and related inspections by maintaining, updating requirements, and inspecting applicable portions of facility in order to maintain regulatory compliance.
* Conducts spill reporting by being familiar with Contingency Plan and Spill Reporting Procedures to satisfy reporting requirements in order to maintain regulatory compliance.
* Manages completion of various annual, semi-annual, and quarterly reports as required by our operating permits and regulations.
Examples include, but are not limited to the Annual Report (RCRA), TRI, Emergency Vent Opening Emissions, and Title V Fee Emissions.
* Acts as liaison with Transportation, Operations, and Sales and Marketing on regulatory issues by receiving requests, reviewing regulations and preparing responses in order to maintain regulatory compliance.
* Compiles data for response to agency, reviewing operating data and completing appropriate forms in order to maintain regulatory compliance.
* Participates in inspections of RIS by regulatory agencies and internal auditors.
* Prepares written responses to agency and internal audit reports.
Follows-up on implementation of new procedures.
* Conducts review, impact assessment, and implementation of new regulations.
* Supports preparation and execution of Comprehensive Performance Tests, Trial Burns, Stack Tests, and similar events by conducting data collection and analysis in order to maintain regulatory compliance.
* Conducts environmental audits by customers of the RIS facilities.
Prepares audit reports / packages by preparing tables, figures, attachments and providing oversight of report / package production and distribution.
* Supports Emergency Coordinator by being familiar with the contingency plan and assisting with applicable reporting requirements in order to maintain regulatory compliance.
* Supports RCRA training efforts.
* Maintains RCRA work order documentation and track completed and non-completed work orders.
* Provides support to Corporate EHS associates in the implementation of closure and corrective action programs by providing field oversight and documentation assistance.
* Serves as the facility contact with regulatory agencies.
Serves as the escort and facilitator for EPA inspection activities.
* Provides support to daily operations activities for compliance with environmental regulations and takes corrective measures when issues of non-compliance are discovered.
* Assists in maintaining environmental compliance operating records.
* Conducts regulatory inspections of the operating facility.
* Responsible for day- to-day compliance activities such as stack readings, inspections, spill evaluations, etc.
* Monitors the purchase and application of commodities for use in the facility, including used/off-spec fuels and used/recycled caustic.
* Supports the management of Ross Generated Waste, Universal Waste, as well as Waste Minimization programs, including training and reviews/audits of policies and procedures.
* May assist in Permit Evaluation and Permit Modification Requests.
* Serves in rotating on-call for EHS functional responsibilities during evenings, weekends and company holidays.
* Daily use of advanced PC and business computer applications, telephone conferencing and e-mail.
* Understands both RIS’ OHSAS 18001 Occupational Health & Safety and ISO 14001 Environmental Management Systems, and assists with executing their objectives.
* Performs other job-related duties assigned.
*Minimum Qualifications* * Bachelor of Science degree in a scientific, environmental or regulatory field.
Equivalent experience will be considered.
* Must have thorough knowledge of Clean Air Act and RCRA required.
Knowledge of OSHA regulation, chemistry and statistics beneficial.
* Three or more years of related experience required.
* Position requires exercise of independent judgment, exercise of discretion, and ability to work with minimum supervision.
* Must be computer literate (Microsoft Office/Windows and computerized waste tracking systems).
* Must be able to read, interpret and analyze information, including technical procedures and governmental regulations.
* Works under general guidelines, policies, and established procedures.
Must be able to work with minimum supervision, solving any problems on own initiative.
Must recognize difference between operational choices and policy decisions.
* Must have exceptional oral and written communications skills and the experience and ability to communicate with individuals at all levels within the organization to achieve safety objectives.
* Must perform work with a high level of accuracy.
Error could result in regulatory violation and or associated monetary fines due to inability to perform duties properly or oversight.
* Work environment is partially outdoors in a chemical plant environment and partially in an office environment.
Experience working outdoors in a compliance/safety/operations capacity in a chemical manufacturing plant is beneficial.
* Must be physically able to wear personal protective equipment when necessary.
* Position requires climbing, balancing, stooping, kneeling, crouching, standing, walking, hearing, communication, working at heights, working in confined spaces and working in adverse weather conditions * Normal work week is forty hours but maybe required to work additional time as required.
Will be required to be on call approximately every sixth week.
